Rent vs. Own: The $720,000 Camera Bill Facing Outer Banks Towns

The short version

  • Dare County law enforcement operates 48 license plate cameras, and every one of them is rented, not owned. The going rate is about $3,000 per camera, per year, roughly $144,000 a year across the county, every year, forever.
  • The same coverage built with owned equipment (UniFi cameras on town-owned poles) costs about $178,000 once, plus about $25,000 a year to run. It is built on standalone solar-powered poles with their own cellular connections, exactly like Flock’s.
  • Over five years that is $720,000 in rent versus $303,000 owned, a difference of more than $400,000. The owned system pays for itself in about 18 months.

Wait, what cameras?

If you drove onto the beach this summer, your license plate was photographed. Probably several times.

They are called automatic license plate readers (ALPRs). They are small cameras on poles that photograph the license plate of every passing car, day or night, and check each plate against law enforcement databases. Five local agencies operate them: the Dare County Sheriff’s Office (14 cameras), Nags Head PD (12), Southern Shores PD (12), Kill Devil Hills PD (6), and Duck PD (4). They sit on every practical way on or off the beach: the Wright Memorial Bridge, the US 64 causeway, and NC 12 in both directions, plus Colington Road, Manteo, Avon, and Frisco.

This is not a secret program. The agencies publish usage numbers. And the numbers are big: in the last 30 days, Nags Head’s 12 cameras read 274,997 unique vehicles. Duck’s 4 cameras read 134,489. Southern Shores read 166,354. Basically every car that visits the Outer Banks in a summer month ends up in the database, where it stays for 30 days.

Here’s the part nobody talks about: the towns don’t own any of it

All 48 cameras come from one company: Flock Safety, an Atlanta-based vendor. Flock does not sell cameras. It leases them. The town pays an all-inclusive subscription of roughly $3,000 per camera per year (based on public government price lists and procurement records), and Flock supplies the camera, the pole, the solar panel, the cell connection, and the software.

That model is convenient. It is also a treadmill:

That $144,000 is public money, every single year, with no equity at the end. It is the surveillance equivalent of renting your house forever.

The alternative: buy the cameras once

License plate reading used to require specialized vendor hardware. It doesn’t anymore. Ubiquiti’s UniFi line, the same equipment brand running the WiFi in half the rental homes on this beach, now sells a purpose-built license plate camera, the AI LPR, for $499. Once. You own it.

It is a specialized 4K camera with 3× optical zoom and long-range infrared night vision, built specifically to read plates on moving vehicles (up to about 55 mph, more than enough for a 45 mph beach road). It mounts on a standard pole, and at night it is optimized to capture plates:

The recordings land on a $299 recorder (the UniFi Network Video Recorder) that sits in the police station, not in a vendor’s cloud. The software, UniFi Protect, reads plates, makes them searchable, and supports alert watch-lists. Its license fee is zero dollars. There is no subscription anywhere in the system.

The full owned-system price list, nothing hidden

Cameras are the cheap part. To be honest about the comparison, you have to price the whole build: poles, solar power, cell connections, labor, recorders, and everything else Flock bundles into its rent. Here is the complete bill for replicating all 48 cameras, each on its own solar-powered roadside pole, priced at real hardware costs and a professional roadside-install labor rate of $250/hour. And to be clear about one thing up front: these poles get no electrical hookup. Each site is standalone solar with a cellular connection, the same way Flock’s poles work today:

That works out to about $3,703 per camera, once, versus $3,000 per camera every single year. In other words: buying a camera outright costs about what renting it for 15 months does, and then it is yours.

Fine, but what can each system actually do?

A fair question. Cheaper is meaningless if it can’t do the job. First, here is what the UniFi software (Protect) actually does with plates, using Ubiquiti’s own feature names:

  • License Plate Recognition: every passing plate is read and logged automatically, day and night.
  • Find Anything search: an officer types a plate number and sees every time that vehicle passed any camera, with footage.
  • Case Manager: builds incident reports that package the relevant clips and detections into evidence files.
  • Custom alerts and automations: put a plate on a watch-list and get an instant notification the moment it passes a camera.
  • Vehicle type and color detection: searchable even when a plate is obscured (“white pickup, Tuesday afternoon”).
  • Everything runs on-premises: the AI runs on the camera itself; footage never leaves town for analysis. An optional AI Key add-on even adds natural-language search (“show me the red SUV from last night”).

Read that fourth row carefully, because it is the one genuine trade-off. Flock’s subscription connects your cameras to a national network that automatically flags stolen vehicles and wanted plates from the FBI’s NCIC database the moment they cross the bridge. An owned system alerts only on plates your officers put on the list. For detectives working local cases (thefts, hit-and-runs, missing persons) the owned system does the same job. The automatic national net is real, though, and towns should weigh it honestly.

There is a middle path, and it is probably the smart one: own the fleet, rent the chokepoints. Keep a handful of Flock units at the two entrances (Wright Memorial Bridge and the US 64 causeway) where the national hotlist matters most, and own everything else. That alone would cut the county’s camera rent by roughly 75%.

The part that should matter to everyone: who holds the data

This is not just a money question. License plate readers are under real scrutiny right now: statewide news coverage, a bill in Raleigh to force licensing of ALPR vendors, and one North Carolina county (Macon) that voted unanimously to tear its Flock cameras out. The concern is not usually the cameras. It is that a private company’s nationwide network holds the comings and goings of every local driver.

Ownership answers that concern structurally. When the recorder sits in the Kill Devil Hills police station, the town board, elected by you, decides who can search it, how long footage lives (the same 30 days, if they choose), and who it is shared with. No vendor network. No other state’s agencies running searches. The town’s data, under the town’s roof, under the town’s rules.

Common questions

Is $3,000 per camera per year the real Flock price?

It is the widely reported figure from public procurement records and government price lists for Flock’s Falcon plate-reader cameras in 2025 and 2026 (some agencies report $2,500, some $3,000 to $3,500, plus one-time install fees of $650 to $1,900 when a new pole is needed). Dare County’s exact contract amounts have never been published. Any resident can request them from their town under North Carolina public records law. We used $3,000 as the midpoint.

Who would fix an owned camera when it breaks?

Any qualified local technician. The replacement part costs $499 and installs in an afternoon. Our math also includes a $25,000-a-year maintenance reserve priced at professional rates. And for belt-and-suspenders, Ubiquiti sells 5-year priority replacement coverage (UI Care) at $99 per camera. Adding it to all 48 cameras would raise the five-year total by under $5,000, still leaving over $410,000 in savings.

What about hurricanes?

A fair point in our zip code. Flock replaces storm-damaged units inside the rent; an owned system carries that risk itself. That is what the maintenance reserve is for. And note that even losing and replacing every single camera in a catastrophic year would cost about $24,000 in parts, one-sixth of a single year’s rent.

Would the towns lose evidence quality or legality?

No. North Carolina law limits ALPR data to law enforcement use regardless of whose logo is on the camera. Retention, audit logs, and access rules are policy questions the towns already answer today. They would simply answer them for equipment they own.

Isn’t this just swapping one company (Flock) for another (Ubiquiti)?

No. And this is the key distinction. Ubiquiti sells hardware; after the purchase, it has no ongoing role, no access to footage, and no recurring fees. Flock operates a service; it hosts the data, controls the network, and bills forever. One is buying a truck; the other is leasing one that reports where it’s been.

Could this actually happen?

Yes. It is a normal budget item and a vote. The pieces (cameras, poles, solar, permits for state right-of-way) are all routine for a public agency, and the build could be phased town by town as each Flock contract comes up for renewal.

The bottom line

Nobody elected a camera vendor. Whether the Outer Banks should have 48 plate readers is a debate for public meetings. But if we are going to have them, the math is not close: renting costs $720,000 over five years and leaves the towns with nothing; owning costs about $303,000 and leaves them with everything: the cameras, the footage, the rules, and 48 powered, connected roadside poles that can carry flood sensors or traffic counters next.
